Norman is seen as the earth's greatest hero, allowing him power to rewrite the order of Earth itself. He and his Dark Illuminati (aka The Cabal) start some drastic changes that will tip the scale against superheroes and towards the side of supervillany. Norman first shuts down S.H.I.E.L.D., claiming it is too corrupted due to Skrull infiltration. He reforms it into H.A.M.M.E.R., putting himself as head, with S.H.I.E.L.D. secretary Victoria Hand as his second and firing Tony Stark. Tony is now seen as a coward and Osborn has him hunted down as a fugitive, making the public declare him the reason for the Skrull Invasion. Norman then shuts down the 50 State Initiative, claiming it was a failed program from the mind of Stark. He creates only one government-sponsored Avengers team to do the job, the Dark Avengers.

Norman Osborn as the Iron PatriotOsborn next ceases the Thunderbolts Initiative, claiming it has done its job. By doing this, he actually turns the current Thunderbolts team into his and the Dark Illuminati's own black ops team. With Black Widow II leading it, this team will do the dirty work for them, starting with taking down any and all superhero threats to their plans. However, Tony had placed a virus in the SHRA database, preventing Osborn from learning the identities of any registered heroes. He also buys out and takes control of StarkTech, making it now Oscorp. This gives him hundreds of classified documents and tech specs, along with Tony's armada of Iron Man suits. When overseeing the shutdown of Thunderbolts Mountain, an irate Swordsman confronts Norman about his action. Norman seizes his sword and murders him in a psychotic tantrum. Norman Osborn then throws Swordsman out of a window, watching as the body tumbles down the mountainside. Norman then realizes that his Green Goblin side is starting to go berserk.


Stark becomes discredited and publicly vilified after his inability to anticipate or prevent a secret infiltration and invasion of Earth by the shape-shifting alien Skrull race, and by the Skrull disabling of his StarkTech technology, which had a virtual monopoly on worldwide defense. After the invasion, the U.S. government removes him as head of S.H.I.E.L.D. and disbands the Avengers, handing control of the Initiative over to Norman Osborn. Stark is able to upload a virus that destroys all records of the Registration Act, thus preventing Osborn from learning the identities of his fellow heroes. The only copy of this database remains in Stark's head, but he is now on the run in a gradually-failing Extremis suit while the rest of his armors are now in Osborn's hands.


Stark receives a letter containing Rogers' final requests: Stark should "save" Bucky, and that despite his demise the world still needs Captain America. Bucky accepts Tony Stark's offer to take on the mantle of Captain America in exchange for a promise of complete autonomy from Tony Stark. Bucky kept Steve Rogers' trademark shield, but donned a new costume and began carrying a pistol and knife. The Norse god superhero Thor communicates with Steve Rogers' spirit on the first anniversary of Rogers' death. Thor allows Steve to have a minute of silence, by using his powers to cut off all the electronic media in America for exactly sixty seconds

He now leads the Post-Secret Invasion team of New Avengers against a U.S. Government ran by Norman Osborn and other super-villains.


While in hiding after the events of Secret War, Nick Fury uncovers evidence of the Secret Invasion. Realizing that he can't trust any of his former allies, he sends Daisy Johnson to gather a new team of "caterpillars"- young superhumans whose existence is known to Fury alone. All of them accept, except Layla Miller. When the Skrulls invade New York, Nick Fury and the Secret Warriors arrive and rescue the defeated Young Avengers and Initiative members before withdrawing from the battle. The Warriors help the other heroes defeat the Skrulls, before teleporting to an unknown location.

Nick Fury now leads The Secret Warriors in the aftermath of Secret Invasion. During an infiltration and elimination of a covert SHIELD base in Chicago, Fury uncovers that SHIELD is a branch of HYDRA revealing to Quake that he has been working for the bad guys all a long.


In the aftermath of the Secret Invasion, Doctor Doom is a member of the Dark Illuminati alongside Norman Osborn, Emma Frost, Namor, Loki's female form, and Hood. At the end of this meeting, Namor and Doctor Doom are seen having a discussion of their own plans that have all ready been set in motion.


After waking from a nightmare, Emma is invited to join Norman Osborn's Cabal. Their first meeting is shown and their goal is to help each other accomplish each other's goals. When Emma points out she doesn't belong, Norman responds by pointing out who she once was and says she is a powerful spokesperson for a powerful dying race. Someone has to make a bold move on behalf of her people and she needs to tap onto her own true self and make some tough decisions. He also claims he wants a psychic on the team because it keeps everyone else honest. She later leaves without confirming whether she joined or not

Later Pixie notices blood on X-23's towel and questions her about it. Laura doesn't give her a straight answer, so Pixie takes the towel to Emma, worried Laura might be hurt and not telling anyone. This leads Emma to question if Scott is keeping something from her. After a talk with Scott, Storm notices she is worried and Emma says she feels as if Scott is pushing her away and they are not partners and leaders and she is simply his girlfriend. Storm points out that Scott only does that if he thinks he is protecting her from something and if she truly is a leader, she should lead, eventually leading her to agree to attend the meeting called by Norman Osborn


Namor discovered he had a long lost son, Kamar, who attempted to usurp the throne of Atlantis by forcing war with the United States. Due to these events, Namor was forced to evacuate the entire civilization of Atlantis; ordering his people to emigrate to the surface world to live within sleeper cells, leaving an overcharged Nitro to explode within the empty city-state, assassinating the then captured Kamar. After this, Namor formed an alliance with the supervillain and European monarch Doctor Doom, leading a contingent of Atlantean soldiers to be based in Doom's nation of Latveria. Following this and the thwarted Secret Invasion of Earth by the shape-shifting alien race the Skrulls, Namor attended a meeting of the X-Men mutant Emma Frost and the supervillains Doctor Doom, Loki, and the Hood, convened by Norman Osborn, the one-time Green Goblin and present head of the espionage agency H.A.M.M.E.R


In Secret Invasion, Loki was with the Asgardians when she goaded them into believing that the injured Beta Ray Bill is a Skrull. Following the Skrulls defeat, she is introduced as a member of the Cabal, consisting of herself, Norman Osborn, Emma Frost, Doctor Doom, Namor, and the Hood. Osborn has gathered them to obtain their support for his plans for his new world order. Osborn offers the Cabal solidarity and the resources to accomplish their own agendas. In return Osborn asks for their public support/registration, as well as cooperation fulfilling any request he may have of them. When asked what she wants, Loki responds that she wants Asgard and that she wants it back in the heavens where it belongs.

In Thor #600, all of Loki's plans came to fruition. She reveals that the reason for traveling to the past was to ensure that Bor, father of Odin and first king of Asgard, perishes in battle against the Frost Giants. In the present day Loki revives Bor in New York City, but places a spell on him to mistake everything around him as an enemy, therefore attacking everything in sight. Further aggrieved by the belief that his son's failure to resurrect him can only mean he was killed in battle, when Thor arrives on the scene Loki's enchantment causes Bor to see Thor as a monster, bragging that he'd killed Odin, whom Bor promptly attacks, enraged. While Thor and Bor fight Loki makes Balder aware of Bor's identity and the two rush to New York to stop Thor from killing him (Thor never met Bor until now and is unaware of his identity). They arrive too late however, Thor was forced to fight Bor to the death to spare the lives of innocents in the city. Loki brings up the fact that Bor was a member of the Royal Family and the punishment for killing a royal is banishment from Asgard, Balder is forced to agree. After Thor's banishment Loki mentions to some disgruntled Asgardians in a pub that she has made arrangements to have all the Asgardians, but not Asgard itself, moved to Latveria


Leader of the newly reformed Mighty Avengers. A founding member of the original Avengers; he has reformed the Mighty Avengers in response to Norman Osborn forming the Dark Avengers (see below). He is now known as Wasp II in honor of his late ex-wife, the original Wasp, who sacrificed her life in Secret Invasion.


After ingesting a chemical given to him by Norman Osborn, Venom (Mac Gargan) transforms into a more human appearance similar to the black-suited Spider-Man. Osborn introduces him as the Amazing Spider-Man, a member of the Dark Avengers, while unveiling the team.


This second group of Illuminati parallels the original group and Bendis has said "[t]he idea was, in the original pitch, that there was a secret group, a cabal, that got put together that was the mirror image of the Illuminati, with five or six characters who almost mirrored the other group.

Norman Osborn, like Tony Stark, is a human entrepreneur who works with the government.
Doctor Doom represents the science side of the Marvel Universe, like his rival Mr. Fantastic.
Emma Frost serves as the telepathic mutant representative, like Professor X before her.
Loki's mastery of sorcery mirrors Dr. Strange's, and the connection to the superhuman Asgardian race vaguely resembles the Inhumans. Loki is a prominent member of a superhuman community outside of society, the Asgardians.
The Hood mirrors T'Challa, a noble hero-king deemed incorruptible. He also represents the criminal element of society. His link to Dormammu also places him in the mirror side of Dr. Strange.
Namor has served in both groups.

They now are planning for the future of the Superhuman Registration Act and the U.S. Government with Norman Osborn leading them.


The government assigned the team's redevelopment to Norman Osborn (the reputedly reformed supervillain the Green Goblin) whom the government had previously assigned to head the superhero team the Thunderbolts and who had become a public hero for his role in repelling the Skrull threat. Osborn, also given leadership of the espionage agency S.H.I.E.L.D., reforms that agency into H.A.M.M.E.R. and creates a new Avengers team under its aegis.

The premiere issue introduces this new version, mixing former Thunderbolts with other characters. The initial line-up consists of the Sentry, Ares, Noh-Varr (now Captain Marvel), as well as disguised supervillains Moonstone (portraying Ms. Marvel), Venom (portraying Spider-Man after Norman gives him a medication that resets the symbiote to the size it was when it possesed Spider-Man originally), and Bullseye (portraying Hawkeye). Wolverine's disgruntled son Daken is recruited to dress like his father while Norman Osborn himself becomes an Iron Man-like new persona called the Iron Patriot.


In the aftermath of Secret Invasion, the new team roster consists of Captain America (Bucky Barnes), Spider-Man, Ronin, Mockingbird, Luke Cage, Ms. Marvel, Wolverine and the real Spider-Woman, Jessica Drew, who was revealed to be alive and well.

After the battle is over, Bucky organizes a meeting with the New Avengers at his home, offering it as a base of operations. Iron Fist announces he needs to leave the group to attend to personal business, but tells the team to call if they need him. When Luke, Jessica and Carol arrive at Bucky's home, the New Avengers contact the Fantastic Four and Iron Fist to begin searching for Danielle, Luke and Jessica's lost daughter. They attack various villains such as A.I.M., HYDRA and Electro for any information regarding the Skrull Jarvis, thinking he might have contacted them for a way to escape New York City, possibly the Earth. Eventually they find a Skrull pretending to be an ex-S.H.I.E.L.D. agent at a bar. After a brief confrontation, the Skrull is about to reveal where Danielle is when another agent shoots the Skrull in the head, leaving Jessica convinced Skrull Jarvis is going to kill Danielle. Meanwhile, the rest of the New Avengers are unaware Luke is asking Norman Osborn for help in their search. However, when Luke gets his child back, he reneges on his deal with Osborn after Bullseye kills the Skrull Jarvis. The New Avengers later witness the announcement of Osborn's own Avengers. Ronin refuses to stand for it and says that the true Avengers are going to get back at them for this


In response to Norman Osbourn creating the Dark Avengers (see abive), Henry Pym, in his new superhero persona as the new Wasp, agrees to lead a de facto Avengers team, mainly assembled by the returned Scarlet Witch (without their consent), outside the U.S. and H.A.M.M.E.R.'s jurisdiction. The Scarlet Witch formed a team of Avengers including The Vision, U.S.Agent, Stature, the Hulk, Jocasta, Hercules, and Iron man.

With Norman Osborn in complete control of H.A.M.M.E.R., the new organization replacing S.H.I.E.L.D., he declares to the team that "these are dark and desperate times". He also seeks to take out the remaining of the covert bases of S.H.I.E.L.D. still in existence.

Quake is leading the team in shutting down a covert base in Texas when HYDRA appears and attacks the team. As the Secret Warriors attempt to evacuate, H.A.M.M.E.R. surrounds the area, but they are able to escape. Nick Fury confronts the team on their failures, but specifically talks to Daisy about information he has uncovered. A month before, Fury infiltrated a covert Chicago base and downloaded for all information about the previous and current command structures of S.H.I.E.L.D.. A few weeks later, he confronts the new U.S. president about the deactivation of S.H.I.E.L.D. and gives him the location of two of the organization's covert bases. He reveals to Daisy that HYDRA was on a recovery mission at the Texas base, and that S.H.I.E.L.D. is a branch of HYDRA, while various agencies of the United States Government (NSA, Department of Treasury, FBI Science and Technology Branch), as well as the Canadian Security Intelligence Service and the Russian Main Intelligence Directorate and Foreign Intelligence Service are all under HYDRA control.


After Songbird goes off on Norman Osborn for leaving her by herself to deal with a dangerous Skrull who nearly killed her, Norman Osborn and Moonstone come to the agreement to get rid of Songbird and the other Thunderbolts whose moral fiber have hamstrung the amoral members of the group. Their plan comes into effect while Norman is in Washington, preparing to assume control over SHIELD. Radioactive Man is deported back to China after Norman has his work visa revoked. Moonstone drugs Speedball/Penance and reveals her plans to send him to a corrupt maximum security mental institution where he would be held prisoner for the rest of his natural life. Moonstone then aids Bullseye and Venom in attempting to kill Songbird, with Bullseye and Moonstone revealing to Songbird that Norman has given them permission to kill her. Though nearly neutralizing Moonstone and Bullseye, Venom attacks Sondbird on the Zeus; she barely survives the vicious battle. Bulleye, however, manages to sneak up behind Melissa to kill her; only the intervention of Swordsman saves her from death. Destroying the team's jet, Swordsman orders Songbird to run, telling her that he would tell the others that she had been vaporized in the crash.

Swordsman confronts Norman with the revelation that he was not being offered a slot on Norman's new "Dark Avengers" team and that as he suspected, Norman had never planned on fulfilling his vow to resurrect Swordsman's sister or to give him a full presidential pardon after his contract with the Thunderbolts ended. Norman responded to Swordsman's threats by murdering him with his own sword and dumping his body out of a nearby window.

With Bullseye, Moonstone, and Venom being transferred to Norman's new team the Dark Avengers, new creative team (writer Andy Diggle and artist Roberto De La Torre) (whose first issue was #126) will be unveiling a new roster for the team, which is now designed as a covert squad of black ops agents answering directly to Norman Osborn. According to Marvel, the new Thunderbolts members will include Yelena Belova (the second Black Widow), Ghost, Paladin, Headsman, Mister X, Ant-Man (Eric O'Grady) and supersoldier Nuke. Andy Diggle, the new writer, has also mentioned that the cast will rotate around some core members, based on missions; additionally, Norman Osborn will fire and secretly execute any member of the new team who makes mistakes or becomes insubordinate. Now the Thunderbolts have become a shadow of their former self. No longer a true group of hero's but a personal hit squad of Norman Osborn. One of their first missions as a hitsquad for Norman Osborn is killing Deadpool after he tried to blackmail Osborn.
