I love Barbara Gordon back as Batgirl, but what happened to Steph? I though she was brilliant, she was working with Babs, but now she's nowhere to be find...WTF!!!!

This is true for many characters in the New 52. Steph may show up at some point, but probably not as Batgirl.

I pointed out I think the big issue with with Cassandra Cain and Stephanie is that Batman’s story arc, with the exception of Barbara Gordon coming back. seems to be the same as before the New 52. You have all four male Robins. But we’re missing a Batgirl. If Dan can relaunch the entire DCU, he can find a place for Stephanie in it somewhere.

Dan Didio, or another high-ranking official at DC, dislikes both Cassandra Cain and Stephanie Brown. Neither character will appear in the New 52 anytime soon, because that executive doesn't want them to.

I believe the current mission statement at DC is "Do whatever keeps Geoff Johns happy.". You would think that they would want to put out something people want to read..I loved the Batgirl series pre new 52. I was not a happy camper when they basically removed her from the DC U.

First to add to the "Where is" but where is Donna Troy?
Second. The marketing people at DC really just need to be smacked for how badly they handled Stephanie in the past.
"Who is the new female Robin? It is so exciting, no one knows who it could possibly be." Maybe Stephanie the only female in the Batman books. Then voila, "OMG it is Stephanie Brown, former Spoilsport." A lot of hype, very little payoff.
But wait, a few years later, "Who is the new Batgirl?" Ummm, could it be Stephanie who just returned? "OMG, the new Batgirl is Stephanie Brown, can you believe it?" She had some of the worst marketing ever.
Now with all that said, could DC do a Stephanie/Cassandra/Misfit comic and call it Batgirls? I think they could.

And there was always the chance that they could have brought Carrie Kelly into mainstream comics and made HER Robin again.

And at least that would've been a surprise. I was hoping for Secret from Young Justice myself. The point being, if the obvious answer is correct, then it isn't a surprise.
