The artist is Tod Allen Smith. Here is his DevianArt page. Real nice guy, I've gotten a number of sketches from him. Tod's cards (at least as far as Star Wars sketch cards) don't typically draw big $$. His artist proof return cards are usually in the range of $50 - $75. Most other artists charge $100 and up. I'd say it's probably worth $15-25.
