2nd cover from a different comic (and rotated 90 degrees) inside 1st cover, restoration or printing

I was transferring my mom's Journey Into Mysterys into Mylar bags with halfbacks this afternoon when I opened up her copy of #118 and there was a copy of the cover from X-Men #12 (published the same month as JIM #118). The X-Men cover was rotate 90 degrees from the usual orientation (landscape format) and it was significantly cutoff, since part of the back cover from X-Men $12 was visible on the front (and the interior ads from front and back cover of X-Men #12 were present on the other side). Also the cover doesn't extend too fat on the other side of the spine, it only goes to the back cover by about 1/2 of an inch.

My initial reaction was that this was a crappy restoration job, since the JIM cover wasn't too secure, but then I noticed that there was no evidence of any crease ever having existed in the X-Men cover where the spine would usually be bent.

So, thoughts on whether this was deliberate or a printing error? (I'll upload some photos later, since I don't have the time to do it now.)

printing error. Not common but it does happen.
