Fell tries an unorthodox, downright unethical but ingenious experiment to see just who in Snowtown has something to be afraid of and who doesn't... or he was just looking for another reason to shoot something. Fell takes note of whose lights are on and whose are off, then fires some shots in the air. He marks the changes and plans to have a chat with those who seem to have nothing to fear.
