The beginning of the Cobra Civil War.
Serpentor and Mindbender are allied with the B.A.T.s and Crimson Guardsmen w/ Tomax and Xamot and are outgunned. Everyone else sides with Cobra Commander.

Mindbender leaves with the black box from issue #72 to strike a deal with the U.S. for military support.

As damage control for losing the black box, Hawk sends in a team of Joes to Cobra Island to infiltrate and get intelligence, unawares of the conflict on land.
