The Sub-Mariner races Lord Plunder's sub back from the Savage Land to Atlantis, the Plunderer intent on destroying Namor's kingdom in retaliation for the destruction of Skull Isle. Atlantis believes him to be in league with Plunder, and plan to shoot him on sight. As the battle builds on the steps of Atlantis, the Navy, mistaking the battle as an attack from Atlantis, joins the fray, leveling the City. Atlantis responds by launching an all-out attack on the surface world.

The Lord of Living Lightning has Glen Talbot captive, and has goaded the Hulk into an assault on Thunderbolt Ross' base. While the army focuses on the Hulk, the Lord of Lightning's forces launch their own assault, seizing the base, and taking Betty Ross and the General hostage.
