During a television interview, the mayor of Gotham City appoints Capt. Gordon as lead, with assistance from Dr. Hugo Strange, in the Vigilante Task Force to bring Batman to justice. Sgt. Cort is recruited by Capt. Gordon as second in command. Cort runs a dry run of the newly formed team and unexpectedly runs into the Batman.
