This issue picks up Mark Millar's "Brave New World" story arc that began in issue #22. Art Adams begins as penciller on this issue.
This is was heavily censored from it's original content. Some of Art Adams' art (including scenes of violence in New York, necrophilia, and the torture and humiliation of the members of the Authority) were altered. A scene portraying President George W. Bush acting in a cowardly manner was also altered, replacing him with a fictional President.
