"TESS-One"

Captain America and Wolverine end up on the same case in small-town America, although neither of them know it. At the same time the Super-Soldier program that created Cap was being initiated, another project named TESS (Total Elimination of Super-Soldiers) was setup to prevent the government's superpowered creations from having too much power. Now, a Mutant known as Overrider has awoken TESS-One, the only fully functional model, and coated it in Adamantium with the goal of destroying all American nuclear weapons!
