New Teen Titans (1980–84) without b&w UPC area Options

I just noticed something rather odd. Cover images on CCL of early issues of The New Teen Titans (1980–84) do not have, on the U.S.-priced copies, the lower-left b&w rectangle corresponding to the UPC area.

Checking other sites, I see that direct-sales copies with the lower-left b&w rectangle do exist (as do U.K.-priced copies and newsstand copies). I was previously unaware of New Teen Titans issues without the b&w rectangle. Is it known what the significance of these copies is? How they were distributed?
