Is this a GI Joe? or a knockoff? Please Help! Options

I consider myself to be a G.I. Joe expert so it is very distressing to me that I cannot identify this figure.

I can not locate a date stamp anywhere. Not on the feet, inside leg or seat of pants. If I had to guess I'd say late 90's or early 2000's.

The left front pocket has a GI Joe logo and he looks a lot like Duke. The weird thing about this figure is these odd pegs on his forearms and lower legs. He also has two holes in his feet rather than the usual one. The pegs all have the initials "BTR" on them.

I've never seen another Joe figure like this and I cannot guarantee that it's Hasbro even. It does have similarities to the Hasbro line and the head looks very familiar.

Any help would be greatly appreciated!

Yes, it is Duke. From the G.I. Joe Built To Rule Armadillo set.

I see a bunch on that auction site. BTR = Built to Rule is the key apparently.
