I've got a "comic" here called The Art of Akira Volume 1. No story, nothing like that, just a collection of stills and production art, all black & white. Should this be included in the database, and if so, what under? Certainly not comic, nor graphic novel. My instinct would be magazine.

Is it comic dimensions? What's the binding like? And are the contents drawn or stills from the anime?

It's your basic modern comic dimensions, and most of the images appear to be stills from the movie in black & white with basic descriptions under them, but some are production art, basic prelim outlines, things like that.

The reason I hesitate is that it doesn't actually tell any story, not in a typical comic format, at least. Just a description or title of each image, and I don't even think they're actually sequential.

I believe that there are numerous instances in the DB of comics containing only art and no "story". Superman Gallery comes to mind right off the bat. I agree with Padre, it should be added as a comic.
