So provide a link to the crappy, off-kilter scan, or the website with a water-marked, unusable scan. There's proof that the book exists, we just don't have a scan.

Without some sort of proof -- you physically having the book in hand to scan, or a link to an unusable scan, we can't be 100% sure about what we're approving.

I am ok with that was just thrown off by the MUST HAVE SCAN requirement.

What if no cover is available? I remember I had an issue to a short-lived Golden Age Western title that wasn't in the database (the whole title wasn't in the database). Once the title was added, I could only submit the one issue I had in-hand, and couldn't submit the rest without the covers.

I think Pat used his Approver skills and added the rest.
Use the "unable to locate cover art" that Swifty posted right here.
