I dunno how to do that white box "SPOILER" thing, so ... SPOILER!
Okay. So, in Batgirl #0, we see yet another Batgirl Secret Origin, where she's visiting the prison with Commissioner Jim, and a super-powered villain escapes. She's basically on her own in the prison with her brother James, an injured cop who was set to guide her on her tour, and a serial killer. And she don's a cobbled-together example of what the cops THINK Batman wears and proceeds to kick the crap outta the bad guy, and afterwards Batman shows up, tells her she did a good job, and that's it. We see a little montage of Batgirl in a pre-Batgirl costume fighting crime before Killing Joke.
But this isn't a reboot of the DCU..
And then, in Batman #0, we see a "five years ago" story where Commissioner Jim drags Barbara up to the top of the roof to shine the Batsignal into the sky. And then we see Tim, Dick and Jason, all about the same general age, before they were Robin. So, DC's statement that "everybody who was Robin before was still Robin" thing ... out the window.
So. Batgirl: Year One clearly gone. Steph as Robin (and Spoiler, and Batgirl) clearly gone. Somehow, Batman managed to train Dick, lose Dick, train Jason, see Jason killed, swear off training new Robins, train Tim, have Tim change into Red Robin, see Jason come back from the dead, and train Damien, in the space of 5 years.
But it wasn't a reboot.
