As much as I have been anticipating the return of Nova, why in the hell did they put Loeb on it?!

And it may just be artists' interpretation, but from the looks of it, that Nova looks kinda small in stature. I'm guessing it's Richard Rider's little brother Robbie Rider because of that.

It's Sam Alexander, the new Nova introduced in the first Marvel Point One and Avengers vs X-Men #0 and was also created by Jeph Loeb for the Ultimate Spider-Man cartoon.
