In a nut shell apparently Cleopatra gave no orders without her scepter. Hence after her demise it's still around and wants to give orders. Enter a young girl who now is being used by the scepter. Not much of a story, but hey it was written in the 70's. If for nothing else I would ask that you read this book to examine how Batgirl gives Supergirl CPR with a tire from an auto-mobile. Yikes!!!!!!
