The return of Libra.
Superman, Batman, and Wonder Woman meet in a hidden interdimensional room of their headquarters to discuss their roles in guiding the Justice League. They discuss Vixen's apparent change in ability - she seems to be able to 'borrow' power from other League members! And Batman is challenged for undermining Black Canary's authority in the field. Finally, they discuss expansion of their ranks with Martian Manhunter and possibly the New Atom.
Meanwhile, the Human Flame tangles with Hawkgirl and Red Arrow after pulling off a bank robbery. However, a mysterious figure, calling himself Libra, steps in, takes out Hawkgirl, and 'recruits' the Human Flame into a group of villains with the declared intent of balancing the scales! He promises anything they want - for the Human Flame - enough power to see the Martian Manhunter dead by his own hands!
