A seedling has been targeted by the Cabal, and it is up to StormWatch One to save them. The Mercs are willing to do anything to get their hands on the seedling for the Cabal, but when it's obvious that their mission has failed they take the life of StormWatch's U.N. delegate John Windsor before they flee.
Jackson King's younger brother, Malcolm, is caught participating in a robbery. When things go sour, Malcolm accidentally shot one of his friends. But seeing as the King family has diplomatic immunity, he is picked up by Christine Trelane and returned home.
Windsor's funeral is later interrupted by the Mercs, who attempt to kill Jackson and capture Malcolm, who is another seedling. When all seems lost, Christine activates Malcolm's latent abilities.
