"Oh Say Does that Star Spangled Banner Yet Wave"

Soon after the 26th Amendment is passed, lowering the voting age to eighteen, another amendment is enacted lowering the eligibility age for Congress. Boss Smiley, facing a loss of support, finds an ideal surrogate candidate in young Prez Rickard. Prez has gained local notoriety for fixing all the clocks in his small town, and he agrees to run for Senator.

A chance meeting with Eagle Free, a Native American living in the forest with his animal friends, inspires him to shake off the Boss's influence and join in the wave of youthful change, leading to his election as the first teenage President.
