While helping a young singer the Phantom Stranger finds himself at the doorstep of a helpful doctor, unfortunately he finds this man is helping people with the use of hypnotic drugs. The Stranger finds that the man has even gone so far as to plan an assassination attempt on the President of the United States, by using his patients to commit the awful act.

When the Spawn of Frankenstein comes to the aid of a young woman in trouble, his appearance causes the woman to flee. When he follows the woman, he finds that she has run straight into the clutches of a demon cult.
