$4 for a bunch of promo stories is a little shady, but I don't really feel ripped off.
The Venom/Thunderbolts tale was interesting, if completely lacking in exposition (who's the new Venom? who's Radioactive Man, other than a Bongo copyright infringement? why is Songbird so ugly?). A little odd that this is the only story not by the upcoming book's creative team.
The Ant-Man story was okay. I didn't love the art and the story was pretty generic. After reading this, I'm having a really hard time understanding why they launched a solo book.
I have absolutely no idea why the Iron Fist story was included in this book since it has ABSOLUTELY NOTHING to do with Civil War. That said, it has somewhat peeked my interest in the upcoming series. David Aja's artwork isn't really my thingg (looking a lot like Maleev's work on Daredevil, which I always thought was too dark and too flat), so it's a coin toss.
The USAgent idea wasn't too bad at all and I liked the way it runs from Civil War directly into Omega Flight. The execution of said idea was pretty awful though. Scott Kolins' art is just plain ugly and never finds a consistent look. The dual layer storytelling is fine if the creative team can pull it off. Sadly, this team couldn't.
Then there was a Howard The Duck story that really wasn't particularly entertaining. I mean, it was a wee bit amusing at parts, but it was never funny and had none of the social/pop satire a Howard story should. So, yeah, it was basically a standard Ty Templeton story. The art was nice though.
