I wish I could say otherwise, but the plots of both stories are atrocius. The Batman story with high pitched sound occluding the senses and the motorcycle gang causing Dick to miss his run at class president both miss the mark.
If you skip this issue there is no loss, unless you are a die-hard run collector.
