Thinking Stark dead, the Melter turns to deal with the police who have responded to his threat, leaving Stark to don his old Golden armor for retribution.

When Cap finally frees himself to address the Skull, his enemy threatens to drop Manhattan unless Cap televises a message to the world, vowing his allegiance to the Red Skull.
