"Helpless, at the Hands of Dragorr!"
Namor summons his council of warlords, and they all agree to declare war against the surface world. While preparations are made, a request from the Dictator Dragorr for a treaty between Atlantis and his small country. Namor goes to satisfy his curiosity at who could be so presumptuous, and finds himself trapped, caught by a inhumanly strong madman who is not what he seems.

Hulk has had his fill of mankind, and broods in the wilderness when he happens upon a pair of odd hunters. They are collecting specimens for the High Evolutionary, and happen to spot the Hulk. The High Evolutionary directs them to collect him, and they do, packaging him on a rocket piloted by a Knight of Wundagore. The Hulk finally gets his wish to be rid of Earth, but has yet to see the High Evolutionary's experiment gone wrong.
This issue marks the start of art chores by Herb Trimpe on the Hulk feature (inking over Marie Severin pencils here) that would continue for nearly 100 issues, with the title changing to the Incredible Hulk (1968) at issue #102, Trimpe taking over the pencils at issue #107.
