Even though Black Terror is an integral part of Alex Ross' Project Superpowers it can be read as a stand-alone series to some extent. For this issue to really have the full impact you need to understand the role of Pandora to the state of things in the reality represented in this universe. Pandora is mentioned throughout Project Superpowers but not shown. Now we get to see her and some of her power to the detriment of the bad guys.
Project Superpowers is intricate in its design and simple in the values it attempts to portray. In this issue of Black Terror we get to see both the simplicity of the story and the intricate plot twists that surround the overall project. It’s worth a wider reading public then independent comics get due to the amount of publishers and titles available.
