Make what you want of the return of Steve Rogers, you can like it or you can kick and scream. You can say it is about time and you can yell and scream that Bucky is not Captain America. Doesn't matter. This is a solid story and a good stepping stone leading to Steve's return.
There are people that will not like this book. There are those that still hold out and say that Steve's death was a low point of Civil War. That Captain America doesn't use a gun, that he stay dead or that he never should have been killed.
Captain America 600 has a little bit of everything for every one. You have the misplaced Bucky from Hero's Reborn finding companionship in Patriot (and could it be a path being paved for her to show up as a member of the Young Avengers?). Both remembering their Captain America's in their own way.
You have the New (real) Avengers remembering Steve in their own way. You also have Norman being the worlds largest d!ck and again making you want to see him get a beat down.
Several stories all wrapped up in one nice package. I found it captured well the impact that Steve had on the Marvel U and its characters both hero's and evil doers.
You have Sharron putting two and two together and declaring that Steve can still be saved and then you have the back cover summing it all up:
