The United Planets government adds Leviathan, Kid Quantum, Chameleon, XS, and Invisible Kid to the Legion of Super-Heroes to represent its various member worlds. But there's immediate tension between the new appointees and the rest of the Legion, especially when the UP appoints Leviathan as team leader. And as the Legion receives its first mission and goes into battle with Tangleweb, one of the new Legionnaires won't survive!
