Cap is troubled by the change in mission directives handed down by his superiors, mainly the President of the United States, who are ordering Cap off the Front line of the fight and back into a symbolic role. Steve Rogers seeks advice from friends as another Super Soldier, the Super-Patriot looks for his big break to make a name for himself. He helps his cause as he saves the Washington Monument from a mad bomber as Steve Rogers makes the ultimate decision to resign as Captain America.
