With the sudden return of the Red Tornado, after the JLA saw him "die, they must decide what to do to help him. They finally decide that they will offer him membership in the Justice League. Accepting the offer, the Tornado adopts the alter-ego of John Smith, trying to establish himself a normal human life here on Earth-1. Unfortunatley, lurking in the wings is T.O. Morrow and he has plans for his creation.
