Lex Luthor shows the city council a video promoting his new and improved Team Luthor in an attempt to convince them that his corps of armored body guards can also help to fill the void left by the death of the Man of Steel. There's only one problem - without the special police powers once granted to Superman, Team Luthor has it's hands tied when trying to stem the growth of crime in the city.
Just as it seems his pitch is failing, the mayor receives an emergency phone call notifying him of a terrorist attack at S.T.A.R. Labs. This is Team Luthor's chance to prove themselves!
Elsewhere Supergirl aids in the continued efforts to find survivors in the rubble of Superman and Doomsday's epic battle and comes across Lois at a rescue site. As she talks to the intrepid reporter it becomes evident to her that Lois is falling deeper into a spiral of depression.
"Shelter"
Now that all of Underworld is flooded the denizens of the dark tunnels are at a loss for safe living quarters.
In an act of desperation three of the hapless souls go to Lex Luthor's new homeless shelter but are attacked by other homeless because they look so strange. A fight accidentally sets the shelter on fire and Supergirl rushes to help.
