Under to iron grip of Emperor Vulcan, the Shi'ari terrorize the civilizations of the Universe. The Kree and the Rigellians hold a galactic council to see what can be done. Many have sadly fallen. The Starjammers, Polaris and Havoc languish in prisons and torture chambers, but others fight back, such as Marvel Girl, Lilandra, and Korvus. Their insurgency frustrates Vulcan, who, despite his efforts, cannot stifle the powers of his prisoners.
