A news crew catches an incident on film that sparks a national hysteria. A piece of falling construction equipment is vaporized by a burst of energy issuing from the eyes of a teen boy, instantly sparking fear and distrust of mutants. In the wake of the incident, the FBI launches an investigation. Professor Charles Xavier can no longer sit in seclusion while the dangerous climate for mutants develops. He visits FBI Agent Fred Duncan and states his case. He receives approval to track and harbor mutants, to protect the general populace and mutants alike.
