Mr. Incognito escapes from the Dynamic Duo when a photographer interrupts his apprehension. The photographer, using an x-ray film process, has uncovered Mr. Incognito's true identity -- as well as that of Batman and Robin -- and he's willing to sell the photographs to anyone who will pay his $1 Million asking price.

Four separate juries allow guilty men to walk free, and after some investigation, Batman and Robin discover that one man was present at all four trials. With this information in hand, they set out to track down this mysterious man for information.
