"Prodigal, Part 6 of 12" continues from Batman #513 and continued in Detective Comics #680.
Two-Face's destruction of the computer records relating to Gotham's justice system is causing chaos throughout Gotham City. Blackgate Isle is filling up with prisoners, and the inmates inevitably riot. The tension over Batman is also causing hostility beween James Gordon and Sarah. Batman is able to stop the prison riot, but Two-Face's plans proceed, including the kidnapping of Harvey Kent.
