Two celebrations are occurring simultaneously; one in Springfield where the connection between Billy and Cobra Commander is revealed, and the other at the opening of the new Pit. Spirit mistakes Fred II for Fred I and chases after him in a crowded mall. General Austin promotes Hawk, and in turn, Hawk promotes Duke. The original Joes - minus Snake Eyes - are also promoted, but are not happy as they will be strictly administrative and not active in the field.
