After seeing the displays of how super-powered individuals endanger the civilian population, Ultraa takes it upon himself to do something to stop it. Using the super-tech that was implanted in his brain at birth, he comes up with a ray that will remove an individual’s ability to proficiently use his super-powers, hence making it dangerous to do super-feats.
