It's a pre-Crisis tale of Superman when he was a boy!
A man from the 30th century steals an artifact called the "Hero Dial", which transfers whoever dials it into a superhero (...or a villian) and returns to the past to give Superboy trouble.
Legionnaires Wildfire, Starboy and Chameleon Boy travel to 20th century Smallville to help the Boy of Steel defeat this foe and return him (and the Hero dial) back to the future!
