Everyone knows that THE TICK is the 'scourge' of super-villainy in The City. No bad guy can stand up to the mighty muscles of the Big Blue Arachnid!
CHAIRFACE CHIPPENDALE decides that the only way to stop The Tick is with another Tick. He figures TWO Ticks will both be so eager to confront the villain that they will obstruct and hinder each other producing a situation of complete CHAOS!
If TWO Ticks lead to chaos... FOUR Ticks operating on the same planet will lead to complete ANARCHY---the perfect situation for super-villainous success!
And Chairface has the right weapon to use: the DEVOLUTION MATERIALIZER which can make perfect duplicates of The Tick. Well not quite perfect. The problem with the DEVOLUTION MATERIALIZER is that it makes 'devolved' duplicates. That means the 'Ticks' it produces are 'devolved' versions of The Tick: primitive rough crude---downright 'uncivilized.'
How will a modern civilized couth Tick deal with his primitive uncivilized uncouth 'devolved' copies? And what happens when other eager super-villains get their hands on the DEVOLUTION MATERIALIZER!?
