After a would-be super hero causes a disaster attempting to foil a terrorist attack, the government decides to create Vanguard 1, a program to train and operate a team of heroes under close supervision. Meanwhile, Enigma and Man-Plus travel to Boston, where they meet HiTech, who informs them of a plot to detonate a bomb in the city.
