*32. The Hooded One
At the meeting of the High Council, the cowering Rat Creatures are confronted by the Hooded One. He interrogates them about Fone Bone, and they explain that he does not bear the star on his chest. But the Hooded One insists, "Why did you not capture him and bring him before the council?"
