The final issue of Event Leviathan is coming up in a few weeks and there's a ton of suspects as to who Leviathan is going to turn out to be.
Who is your bet to be Leviathan?
Personally my money is on Green Arrow. His liberal anti big brother government stances through the years fits perfectly with the complete destruction of the various intelligence agencies of the world. Plus his regular series ended back in April and Event Leviathan was first solicited in June. Almost like Brian Michael Bendis wanted the character to be free to do what he wanted with him.
(Dark horse candidate with no basis in reality, but only on a dream I had last night: John Stewart. In the dream DC re-issued Green Lantern #170 (when I woke up, I found the cover and it turned out to actually be #156) with an extra page at the end with John Stewart talking to Jade and Kyle Rayner and when they leave Stewart says some telling dialog revealing his idea for taking over Leviathan. Of course it was so realistic I had to look up the issue and neither Kyle Rayner or Jade appear in the issue.)

The funny thing is that when Event Leviathan was first in Previews, they said it was the best mystery book of the last decade (or something along those lines) and this was right after Heroes in Crisis had just finished up. At the time I wondered why DC was throwing Heroes in Crisis under the bus.
Honestly, I thought the reveal at the end of Heroes in Crisis was a better one than Event Leviathan (not that I thought that the reveal in Heroes in Crisis was great.) And now I'm REALLY wondering why DC threw Heroes in Crisis under the bus.
