Probably a dumb question, but when can we expect either an update (modernization) of the desktop software, or a suitable web-based substitute? (Apologies if this is one of the Great Unanswered Questions.)

Yeah....

1: I dont sell my books here so that portion of the software is of no use.
2: There are huge gaps in some issues of major titles (like Batman vol 3) (ie issues 100 and 108 are missing half if not more of the actual various variants that were released for those books etc..)
3: There has been no noticeable changes to the software that I am aware of since my first sub a couple years ago.
4: Aside from store-integration for to buy books- from a strictly collectors-POV.. CCL is really mopping the floor in many aspects ( but to be fair some aspects of that software are insanely obnoxious too) and I really prefer the text/db sytle format at times that CCL has.

But even that being said- Im really struggling to find any sort of justification as to why I should renew my sub yet again in 33 days when it expires for the price that is being asked.

Sounds to me like your biggest complaint is the incompleteness of the database. That won't change with an update, unless Joe actually starts paying someone to do database entries. So the real question is--despite it's incompleteness at times, is the CCL database more complete and accurate (on the whole) than other comic databases? From what I've seen, CCL has the most accurate database.
