New York Mayor Hawkins has asked the Torch to lead a new department whose job is to track down Fifth Column saboteurs, led by the Pinhead. Pinhead and his men attempt to execute a secret plan to terrorize the City while the Japanese complete an invasion tunnel under the Bering Strait. The Torch beats Pinhead, but not before Pinhead taunts Torch that he will never beat 'The Invader'. 15 pages.
