After discussing the status of the Bottle City of Kandor with Professor Hamilton, Superman returns to the Daily Planet, where Clark is filling in for Perry White as editor. The publisher Franklin Stern is unhappy with Clark's approach to the job, and they have a heated confrontation over the issue followed by the introduction of a new columnist, Dirk Armstrong.
Meanwhile, the Jackal has escaped from prison, and he tracks down an arms dealer in Metropolis. His extreme brand of justice causes a fire in the building and attracts Superman's attention. Superman saves the innocents from the fire, then captures the Jackal and flies him high overhead to observe the damage he wrought before handing him over to the SCU.
