"Lo, the Leader Lives"
The Hulk is in custody of General Ross, and he has Glenn Talbot arguing to kill the monster, while his daughter Betty argues to free him. Before it can be settled, an unexpected visitor arrives, the Leader, offering his help at providing a solution to contain the Hulk permanently. Little does Ross know, the Leader wants the Hulk out of the way when he launches his plan for world subjugation. The Leader invents a prison of living plastic, resilient and unbreakable. The Hulk is powerless. 20 pages.
