Unfortunately, I think Bendis is struggling with this concept and we are only four issues in. The arc is too self contained considering the team's origins. This is something you won't hear me say very often, but if ever a story arc needed some crossovers, it was this one! Don't get me wrong, this issue was okay and Bendis is still my favourite writer, but I think Osborn's new presence in the Marvel Universe has been trivialized. He seems to continuously be busy dealing with schoolyard bullies instead of stopping wars.
This issue drew the Morgana Lafay storyline to a close. Together Doom and the Thunderbolts end LaFay's threat, burn some bridges with Dr. Doom, threaten each other (Bullseye and Venom) and then head home. While heading back to Avenger's tower there is a blinding light and who shows up? Back from the dead Bob (Sentry)! And he looks pi$$ed and Osborn looks terrified. So we'll see how this goes. Hopefully H.A.M.M.E.R. starts to build more of a political presence.
